PHOENIX -- Copper theft is a growing problem that costs Phoenix residents and businesses more than $30 million a year.

In order to deal with the problem, a special task force is creating new initiatives and legislation aimed specifically at copper thieves.

Among other things, the new legislation would make is illegal for scrap-metal dealers to buy air-conditioning components from individuals.

Tess Rafols talked to Arizona Attorney General Tom Horne, who has been a victim of copper thieves himself, about the issue and what's being done.
