PHOENIX (AP) — Arizona Attorney General Terry Goddard has formally created a committee to explore entering the race for governor, a contest in which he's already regarded as the presumptive Democratic nominee.

Goddard's move Friday comes one day after Republican Gov. Jan Brewer announced she will run in 2010 for a full term as governor.

Goddard said in a statement he is deeply concerned about the state's future and believes the state must "have new leadership and a new direction."

He previously said he intended to run for governor, but Arizona's resign-to-run law bars a formal declaration of candidacy for another office before January when the last year of his current term begins.

The former Phoenix mayor was elected attorney general in 2002 and re-elected in 2006.
