PHOENIX - A 7-year-old boy remains in extremely critical condition after he was struck by a van while riding his bike Tuesday night, and police believe the driver who hit him might have been impaired.

Phoenix police say just before 8:30 p.m., the young victim and another boy were riding their bikes at 16th Street and Highland Avenue when a man driving a white Chevy van ran into the boy. Police determined that while the boys were in the crosswalk, they were crossing against the light.

"The driver of the van was not injured but he did present indications of possible impairment," Officer James Holmes of the Phoenix Police Department said in an email Wednesday morning. "The driver refused to cooperate with the investigation, including refusal of field sobriety evaluations."

Holmes said investigators obtained a warrant and took a blood sample from the 30-year-old driver, whose name has not been released. Officers also impounded the man's vehicle pending further investigation.

One witness told police he saw the boys riding recklessly around just before the accident.

"One of them came flying in front of me," he said. "It scared me and I told me friend, 'Are there any more? Where are the rest of them?' They were just kind of riding around."

The intersection was shut down while police investigated the accident.

Authorities said the boy was not wearing a helmet and that he suffered some head trauma. At last check, he was listed in critical condition at Phoenix Children's Hospital.
