Ariz. senator objects to ethics complaint

PHOENIX -- The state Senate Ethics Committee's chairman has declined to summarily dismiss a complaint against another senator and instead will have the full committee decide whether to investigate the matter or drop it.
Republican Sen. Jack Harper of Surprise
The move by committee Chairman Jay Tibshraeny comes on a complaint filed by Democratic Sen. Ken Cheuvront of Phoenix against Republican Sen. Jack Harper of Surprise.
Harper was acting as the Senate's chairman when he cut off debate that served as a filibuster against a constitutional ban of same-sex marriage.
The complaint accuses Harper of violating Senate rules by interrupting debate. He says his cutting off two other senators in mid-debate on an unrelated bill didn't break any rules because the other senators were just stalling.
