PHOENIX -- A recent assessment gave Arizona schools mixed reviews.

English language learners looked at

Education Week magazine released "Quality Counts 2009: Portrait of a Population" this week.

The report gave Arizona high marks for holding student accountable to rigorous standards, but the state once again failed when it come to financing schools.

The annual report added English language learners to its analysis of holding schools accountable.

In Arizona, about 11 percent of ELL students progressed to regular classrooms. That's below the national average.

Still, the report notes that Arizona is only state that took steps to attract ELL teachers.

In addition, the state's ELL students are now taught for four hours a day instead of 30 to 60 minutes.
