PHOENIX -- APS has been looking to raise its rates since March 2008, and now an administrative-law judge is recommending the utility be allowed to go ahead and do it.

The hike would add about $9 per month to average household bill. A partial increase -- about $2.68 per month -- went into effect on an emergency basis in December.

Judge Lyn Farmer made a recommendation yesterday that APS be allowed to raise its prices the rest of the way to meet the original request.

The Arizona Corporation Commission is tentatively slated to make the final decision on Dec. 7.
