Woman in wheelchair hit by car, killed while crossing street

PHOENIX -- Police say the driver who hit and killed a woman who was crossing the street in a wheelchair Monday night probably will not face charges.

Police on Tuesday identified the victim as Rebecca Randall, 51.

It happened at about 10:30 p.m. at a minor intersection south of 32nd Street and Thomas Road.

There is no marked crosswalk in that area and only one street light.

The 40-year-old woman who hit Randall immediately stopped and called 911, which, police said, was exactly the right thing to do.

According to investigators, Randall was wearing dark clothing and did not have any reflectors on her wheelchair.

Investigators said there are no indications that speed or impairment were factors in the accident. They believe the driver simply did not see the woman in the street until it was too late.

"The driver faces no charges at this time," Officer James Holmes of the Phoenix Police Department wrote in an email to 3TV.
