MESA, Ariz. – Police have arrested a suspect in a hit-and-run that killed a bicyclist in Mesa last week.

Matthew S. McIver, 36, was booked into jail on suspicion of manslaughter and leaving the scene of a fatal accident.

Mesa police spokesman Sgt. Tony Landato said a tip from the public helped lead to the arrest.

Richard B. Welck, 68, was killed while riding a three-wheeled bike in the area of Ray and Sossaman roads on Aug. 13.

Investigators said it appeared that an SUV hit Welck from behind. The driver fled the scene.

Police were looking for a white SUV, possibly a 2003 to 2005 Saturn VUE, with front-end damage on the passenger side.

McIver drives a light silver 2005 Saturn VUE, which has been impounded as part of the investigation, according to Landato.

Landato said McIver admitted to drinking that night and said he knew he had hit something but didn't know what it was and did not stop to check it out.

According to court paperwork released Wednesday, McIver had been drinking beer at a bar in Mesa near Queek Creek and Power roads. He struck the bicycle while driving home.

The bicycle rider was in a marked bicycle lane.

A piece of the fleeing vehicle was found with a part number linking it to McIver's Saturn VUE.

McIver's VUE showed damage consistent with the bicycle collision.

Investigators stated that McIver admitted to drinking three pint-sized IPA beers. A witness said he consumed six pint-sized beers. He told police he panicked, left the scene, and went to another bar at Power and McDowell roads.
