TEMPE, Ariz. -- A man accused of fatally shooting another at a Tempe apartment complex has turned himself in to police.

Richard Tyrone Johnson, 28, was arrested for second-degree murder.

Johnson is accused of shooting Quennel Banks, 30, at a complex at Southern Avenue and Rural Road around 1 a.m. Saturday. Johnson fled in a 1996 gold Cadillac.

"It was quick. It was like pow, pow, pow, pow. Very rapid. Like, he didn't even try to take his hand off the trigger," said a witness who didn't want to be identified for fear of retaliation.

Banks died from his injuries.

Tempe police said Banks had been calling Johnson all day, asking where his girlfriend was.

Johnson turned himself in to detectives at Tempe police headquarters Tuesday night.
