GOODYEAR, Ariz. -- A Goodyear mother accused of trying to kill her daughter had just been told she couldn't take the girl with her when she deployed overseas, according to court documents.

Phoeteama Janiece Neal has been stationed at Luke Air Force Base, but on Monday she was told that she will be deploying to Turkey on Aug. 31.

She wanted to take her 20-month old daughter with her, but there was a custody dispute and Neal, who had full custody up until this month, was told by a judge that custody would go to the child's father when she deployed, according to court records.

According to the Office of Special Investigation for the Air Force, Neal went to her commander at Luke Air Force Base after the court hearing and asked that she not be deployed.

She was told the Air Force would "get back to her."

Neal did not wait.

On Monday afternoon, less than two weeks before she was set to deploy, the 28-year old mom called 911 in tears.

"I just drowned my baby," she told the 911 operator.

Neal said she thought the girl was already dead and put down the phone.

Neal was arrested for attempted murder.

The girl's father is stationed at an Air Force base out of state.

The girl is in the ICU in extremely critical condition, given a 1 percent chance of survival.
