City stops contractor from finishing renovation

A Valley woman says the contractor hired to do some major renovations on her home has abandoned the job.

So, she contacted 3 On Your Side for help.

When we first started looking into this, we thought the contractor simply walked off the job. But as it turns out, that's really not what happened.

The contractor did stop work on the project, but only because he was forced to stop.

Ask Marge Menefee about her patio room that's being built and she'll sum it up for you like this: "It's been a nightmare."

Last May, Menefee hired a placed called Patio Rooms of Arizona for two projects. First, she wanted to convert her carport into a garage and then she wanted to transform her covered patio into what's called an Arizona room.

As you might guess, she's not happy with the work so far.

"Well, there are gaps here, there gaps," she said. "If you're on the other side you can really see the gaps there."

Alvin Gitt is the contractor hired to do the work.

"It's not finished. When I get through with the job, all the gaps will be gone they'll all be filled calked sealed, and covered," Gitt said.

Gitt is licensed and said not only will the project be done, it will be done right.

But Gittt said he can't do any more work because the city of Glendale has stopped him.

Why? 3 On Your Side has discovered that a prior project, a roof attachment on Menefee's home, was done without a permit and is out of code.

Until Menefee brings it up to code, the city won't allow Gitt to finish his project.

"The only thing that has to be done is the roof issue has to be fixed for me to complete the job," Gitt said.

Gitt estimates it will cost anywhere from $1,000 to $3,000 to resolve the roof problem. So until then, Menefee is left with this.

"It's just kind of in limbo," she said.

Menefee actually bought the home with the illegal roof attachment, so she's really not to blame.

Regardless, a good real estate agent or home inspector should spot these kind of things.

But the good news is we got Menefee and Gitt on the same page and at least they're communicating, which seems to be the problem in 80 percent of the cases we investigate.
