PHOENIX -- Police arrested an 18-year-old following a fatal collision in Phoenix Tuesday afternoon.

Fidel Ortiz was booked into the Maricopa County Fourth Avenue Jail on one count of manslaughter, one count of leaving the scene of a fatal traffic collision and one count of aggravated DUI.

According to Sgt. Trent Crump with the Phoenix Police Department, Ortiz was driving a Dodge Charger at a high rate of speed eastbound on Pima Street when the vehicle collided with a northbound Saturn at the intersection of 13th Avenue.

Ortiz ran to a relative's house nearby.

A witness followed Ortiz and directed police officers to his location where he was taken into custody.

Detectives said there were signs he had been smoking marijuana.

The driver of the Saturn, Sara M. Esparza, 51, was wearing her seat belt but died at the scene.
