PHOENIX (AP) -- A new state report says Arizona school district's spending continues to shift away from the classroom.

The Auditor General's Office reported Thursday that the statewide percentage of dollars spent in the classroom has decreased for the fifth straight year, falling to 56.9 percent in the 2008-2009 school year. The high was 58.6 percent in 2003-2004.

The report says the declining percentage indicates that many districts are shifting money away from the classroom by using dollars they get from a special sales tax for classroom costs to replace other funding.

The report also said there appears to be some linkage between districts' higher classroom dollar percentages and higher student achievement.
