PHOENIX -- State education officials say Arizona should keep pushing accountability and achievement goals but consider relaxing some mandates on school districts to help find savings in the face of likely budget cuts.

State Board of Education member Jaime Molera said Monday that big shortfalls this year and next likely will prompt legislators to "take additional action even on the K-12 budget."

State Superintendent of Public Instruction Tom Horne says his staff will work with Molera on reviewing the state's requirements, and Horne says the budget situation is "much grimmer" that most Arizonans realize.

Horne says "massive layoffs" of teachers are likely next year -- beyond those actually implemented this year when most teachers given layoff notices were ultimately rehired.
