TEMPE -- Arizona State University says the recession is complicating its plans to offer a lower-cost degree program.

The program dubbed Colleges at ASU was supposed to debut in 2010, but now university officials say that start date has been delayed two years.

The university was working with local municipal leaders to create a network of lower-priced colleges.

Through the program, the university would pay to operate the schools, but the cities would pick up the cost of constructing new classrooms.

However, tight budgets have made getting financial commitments difficult.
